Hanson Community Preservation Committee Minutes~ June 17, 2009~





Meeting was called to order at 7:05p.m.

Old Business
~
Discussion regarding the CPC's Open Forum and what could be done to improve upon it.Suggestions included having everyone become familiar with the Open Space Plan and~Master Plan as well as seeking areas of focus from the public at the next forum.

Bob attended a CPA session in Taunton regarding a mill that was converted into community housing. He found it to be very informative and he met Dorr Fox the Historical Circuit Rider for our area. The organization Preservation Massachusetts presented at the meeting.~ Bob thouth they might prove to be a valuable resource for CPC.~ Their website may be found at http://www.preservationmass.org/.

New Business

Sandra Harris submitted a pre-application for the archival of historical town documents with an estimated cost of $3,829.CPC voted 5-0-0 to approve the pre-application and allow Ms. Harris to move forward with submitting an application by the applicable deadline.

Hanson Little League's (HLL) President Mike Jocelyn submitted a pre-application for building a third field adjacent to the Botieri Field using portions of the Town Forest. The HLL was looking for an undisclosed amount from CP funds with the total project estimated to cost $250,000. Ed Kinsella (also of HLL) had written to the Community Preservation Coalition~ seeking an opinion as to whether CPA funds could be used to convert an area of passive recreation to an area of active recreation.~ The Coalition responded that at present that was not a permissible use of CPA funds. After a robust discussion, it was determined that without a specific amount requested and in light of the fact that it was not permissible to use CPA funds for this proposed project, we could not approve this pre-application. CPC voted 5-0-0~to reject~this pre-application.~ Bob will follow-up with HLL to discuss the CPC reasons for rejecting the pre-application in person.

There was a brief discussion about the merits of using circuit riders (particularly for Thomas Mill site).~ Although there was general consensus that~Thomas Mill was might help us discern the historical merits of the project.~ Some discussion was had regarding getting the Open Space Circuit Rider to opine on the water rights issues and the fact that~ CPA requires that there be real estate estimates from parties that specialize in historical property evaluations.

Bob was asked by the Friends of Camp Kiwanee~to write a letter of recommendation to accompany their application to the IRS for 501(c)(3) status. Because this request was made between meetings and needed to be completed prior to our next meeting, Bob wrote a letter on their behalf and signed it as the Chairman of CPC. Despite the general consensus that Friends of Camp Kiwanee was a worthy organization and Camp Kiwanee an undisputed gem, there was some discussion about whether this was an appropriate role for CPC and its Chairman to play.~ But, in the end no vote was taken as the letter had been written and sent.
